USE OF PARKING FACILITIES:


  1. All vehicles parked in permit parking zones must have a current, valid permit displayed.

  2. Vehicles shall be parked within designated parking stalls.

  3. Motorcycles (including mopeds and scooters) shall be parked only within green zones marked "MOTORCYCLES".

  4. "30 Minute Visitor" zones do not require display of a parking permit. However, the time restriction is strictly enforced.

  5. Use of "restricted" parking zones, for other than their intended purpose is strictly prohibited.

  6. Bicycles shall only be parked at bicycle racks, located adjacent to the Campus Union (eastside).

TRAFFIC REGULATIONS:


  1. All California Vehicle code laws are in effect, and enforced on campus 24-hours a day, 7 days a week.
  2. The maximum speed limit on campus roadways is 25 miles per hour, unless otherwise posted, and 10 miles per hour in the parking lots.

  3. Vehicles shall stop at all crosswalks while pedestrians are in any portion of it.

  4. U-turns are illegal on all campus roads.

  5. Vehicles shall not be driven or parked on pedestrian walkways, campus sidewalks, or service roads without permission from the Department of Public Safety.

  6. Bicycle riders are subject to applicable Vehicle Code laws.

  7. Skateboard riding, rollerblading, or rollerskating of any type is prohibited on campus property per Section 21113(f) of the California Vehicle Code.

  8. All animals must be leashed in accordance with Section 5124 of the City of Concord Municipal Code and Section 416-4.4 of the Contra Costa County Animal Control Ordinance.

GENERAL INFORMATION:


Responsibility for establishing regulations relating to vehicles on State University property is vested in the University President, pursuant to Title 5, Article 7 , Sections 42200 and 42201 of the California Administrative Code, and section 21113(a) of the California Vehicle Code.

IMPORTANT NOTICE:


The State of California, California State University, East Bay, the Concord Campus, and its employees, shall not be held responsible or liable for any damage or loss by theft, fire, accident, or any other cause whatsoever to any vehicle, or contents thereof, that occurs on University property.

PARKING FEES & HOURS OF ENFORCEMENT:


Parking fees are required for all vehicles parked on campus by students, faculty, staff, and nonofficial visitors to campus. Parking fees are required on all days that classes are in session.

Only Faculty/Staff Parking Permits are valid in Faculty/Staff parking lot.
Vehicles displaying Student Parking Permits must park in the student parking lot during all enforcement hours.

Parking zones colored red, blue, yellow, green, and white, and other posted restrictions, are enforced 24-hours a day, seven days a week.

PAYMENT OPTIONS FOR PARKING FEES:


Student Parking Permits: Student quarterly parking permits may be purchased during Registration, or in the lobby of the Academic Services (AS) building during normal business hours. Student parking decals are valid for the current academic quarter. Payment for student parking permits must be made by cash or check. Credit cards will not be accepted.

Faculty/Staff Parking Permits: Faculty & Staff may purchase either a quarterly parking permit which is valid for the current academic quarter, or an annual parking permit which is valid for the fiscal year, in the AS lobby (Concord Campus), or from the University Cashiers office (Hayward Campus). Annual permits may be paid for in full or through a payroll deduction plan.

* Parking Permit Dispenser Machine: Permits valid only for the calendar date of issue can be obtained from the Parking Permit Dispenser machine located in the Student Parking Lot for $3.50. These permits are valid only in the student lot.
Note: This machine accepts $1 and $5 bills, as well as nickels, dimes & quarters.

MISCELLANEOUS PARKING PERMIT INFORMATION:


Medical Parking Permits: Those individuals with a temporary physical disability may apply to the Student Disability Resource Center for temporary "Medical Parking". Temporary Medical Parking Permits must be displayed with a current, valid University parking permit.

Disabled Persons´ Placard (DMV issued): Must be displayed with a current, paid University parking permit. Persons with Disabled Placards may park in all University parking lots with the display of a valid university parking permit.

Official State Business Parking Permit: Those individuals expecting visitors to campus who will be conducting official state business may request a "Official State Business Parking Permit" from the University President, Vice-President, School Deans or Concord Campus Dean.

HOW TO DISPLAY YOUR PARKING PERMIT:



University Student Quarterly, Faculty/Staff Quarterly and Faculty/Staff Annual Permits (decals) shall be displayed in one of the following ways:

  • Affixed to the top left portion of the rear bumper. (Not recommend for rubber bumpers).Affixed to a decal displayer, suspended from the rear view mirror, with decal facing the rear window of the vehicle.

  • Taped to the inside, lower left portion of the rear window of the vehicle in a manner that causes the printed face of the decal to be fully visible from the rear of the vehicle.

Parking Dispenser Permits, Daily Parking Permits, and One-day Visitor Permits, shall be displayed on the dashboard of the vehicle, face up, fully visible, and in such a way as not to obstruct the Vehicle Identification Number.

LOST, STOLEN, or DAMAGED PARKING PERMITS:



Report all lost, stolen, or damaged quarterly or annual parking permits to the University Police Department. Authorization will be provided for the purchase of a replacement permit for a nominal fee but good only for faculty and staff.
